Under the European Commission's Packaging and Packaging Waste Directive, at least 65% of all packaging waste must be recycled by the end of 2025, and at least 70% by the end of 2030.
The recycling targets to be achieved vary by material type. For example, by 2030, at least 80% of the weight of ferrous metal packaging must be recycled, while the target for paper and cardboard is 8% only. Under the EU's Circular Economy Action Plan, the EU aims to ensure all packaging is reusable or recyclable in an economically viable way by 2030.
